Llys Cadwyn Office Relocation – Rhondda Cynon Taf County Borough Council

We successfully delivered a major office relocation and fit-out for the leadership team at Rhondda Cynon Taf Council, supporting their move into the newly developed Llys Cadwyn complex in Pontypridd town centre. The project included full building services installation across three floors, as well as a brand new, purpose-built public debating chamber.

This fast track programme was completed within an ambitious 16 week timeframe, with the first phase — the debating chamber and public meeting areas — delivered in just 10 weeks to meet the council’s operational deadlines.

To maintain momentum, decision-making was streamlined with on site coordination, and our teams worked continuously, including every weekend throughout the programme. One of the project’s key logistical achievements was the installation of a dedicated Air Handling Unit (AHU) for the debating chamber, lifted onto the roof during an overnight operation that required a full closure of the main road into Pontypridd.

Key Mechanical & Ventilation Deliverables

  • Installation of individual VRF systems across three floors, serving approximately 65 fan coil units.
  • Fit-out of 16 new Heat Recovery Units to support high occupancy levels and comply with modern ventilation standards.
  • A dedicated AHU ventilation system for the debating chamber, integrated with a BMS controlled heat recovery system to provide precise environmental control.

The final phase — the remaining office floor — was completed four weeks after the initial handover, allowing full client occupation on schedule. The result is a modern, efficient, and future-ready office environment that supports the council’s public service delivery and operational needs.
